Should there be a particular level of requisite skill that a student have on his instrument before admission is accepted?
Should there be a minimal level of music background for same?
I'm thinking more along the line of State Universities with this thread. Private conservatories will obviously screen their applicants for a limited space; but shouldn't four years at a University be more than ample time for any program to produce highly skilled and knowledgeable musicians if the student is dedicated as a Freshman? |

These kinds of hypothetical programs to which you refer would have their "musicians" left in the dust. However, if one's intentions were to aspire to be a secondary school music educator, then auditions into colleges probably aren't necessary.
